INVITATION TO TENDER

 Pilot Plant for waterborne resins project LIFE WATERBORNE BIOPAINT (LIFE19 ENV/IT/000074)

This Invitation to Tender is issued for the EU-funded Life Waterborne BioPaint project and aims at the design and construction of a new pilot plant within the Italian production site of IVM Chemicals in Parona (PV). The new installation will be capable of producing waterborne polymeric binders for coatings, paints and varnishes via extrusion emulsification of hot resins. The pilot system should be designed and built to:

  1. take a hot (100-140°C) polymeric binder from existing pilot reactor (80-200 kg) or production reactor (1-4 tons); several different containers might be used [these operations must take place in an ATEX-restricted environment although the resins themselves, even after the following potential additions, do not require themselves ATEX machinery]
  2. add to the polymer and incorporate in it by stirring emulsifiers and/or other liquid or solid additives
  3. maintain it at a T of 60-90°C for up to several days, under inert atmosphere as needed
  4. deliver it to a twin-screw extruder (to be also designed and provided as part of this proposal) at a T of 80 – 140°C
  5. emulsify it by extrusion emulsification in said extruder in 40-60% water added gradually
  6. add other components in the extrusion line either to the dry polymer or via the water stream
  7. reduce gradually the temperature of the emulsion in the extruder from the initial T of the fluid polymer to no more than 40°C at discharge
  8. adjust the pH and concentration of the emulsion after the line as needed
  9. package the emulsion thus obtained in IBCs, drums or 20/25 kg cans
  10. store the resulting containers of emulsion (in addition to raw materials, etc.)
  11. produce up to 90 kg/hr and as little as 30 kg/hr of emulsion

The tenderer will be responsible for the design, construction, installation and commissioning of the new pilot system and of all the equipment and systems necessary for its operation as a turn-key unit.
